Add functionality for panelCollapsible to render content in a collapsed panel

            Description

            When a panelCollapsible component is closed/collapsed it does not render the content inside of this panel. In cases where the content needs to be validated or is required on a form submit the validation does not occur because the content is not rendered. A possible solution to this would be to add a parameter to allow the developer to choose if the content should be rendered.

              I am also facing the same issue, When its collapse its not rendered the inside components(Not validate the inside components). I am just wondering with this issue because i have been implemented many places. If you have an solution for this please get back to or else give high priority to fix this improvement.
