Add functionality for panelCollapsible to render content in a collapsed panel

            Description

            When a panelCollapsible component is closed/collapsed it does not render the content inside of this panel. In cases where the content needs to be validated or is required on a form submit the validation does not occur because the content is not rendered. A possible solution to this would be to add a parameter to allow the developer to choose if the content should be rendered.
