panelLayout component always sets layout to absolute

            Description

            The ice:panelLayout component layout attributes seem to always output the style values position:absolute. Potential layout values are absolute | flow.

              QA confirms on ICEfaces 1.8.0 build 9 the output style value of panelLayout is position:relative if layout attribute is set to "flow" in the code.

              Fix verified on tomcat6 + FF2
