Restore view phase is not executed on page reload

            Description

            Restore view phase is skipped on page reload. The reason for it was ICE-3691 . The solution for ICE-3886 can also be applied for cases when state saving is off.

                Do not skip the restore view phase. Calling FacesContext.renderResponse is not necessary since View is not cleared when state saving is disabled.
