Description
Feature Request: Currently the menuBar is closed when the user clicks somewhere else on the page. The request is to have a way of closing the menuBar by mousing out of the menu.
There is already a JIRA for menuPopup which this might be able to be incorporated (ICE-3855).

The menuPopup is a special case from this.
For this enhancement the change should only apply to a menuBar that has "displayOnClick=false'. In the displayOnClick=true case it is normal to have to click off the menu to close it. There is already a special state-machine inplace on the menuBar for displayOnClick=true mode.
So basically, if displayOnClick=false, then the menus should hide when the user hovers off them (off all menus), just as they display when the mouse hovers over them.
