panelTabSet styling issues

            Description

            Issue #1: When the tab set is set to a fixed width and there is a number of tabs that extends beyond the fixed width the tabs move beyond the set width. In IE the tabs get cut off but in Firefox the tabs extend beyond.
            Issue #2: Cant set a fixed width for each tab, the width seems to be dependent on the size of the text in the label value for ice:panelTab
