Add support for dynamically changing locales to Component Showcase

            Description

            In order to demonstrate our new ability to dynamically change the locale in an ICEfaces application using the new ice:loadBundle component we need to add a mechanism to change the locale to the Comp. Showcase application.

            Suggest a ice:selectOneMenu on the top right corner, above the tab-pane. We currently have language support files for English and Spanish. We would want to add support for additional languages as well.
