Firefox does not render table header style on th elements unless table body has a corresponding td element

            Description

            a dataTable with 0 rows is rendered with a tr element and a single empty td element. Firefox will not properly render the style on th elements unless there is a corresponding td element. So it would be best if we attempted to render as many empty td elements as there are columns
