Description
When you first load or refresh a page that has an ace:notificationPanel, the hidden panel renders for a split second. It happens on all browsers but seems to be more noticeable with Chrome and IE.
This can be demonstrated with the showcase ace:notificationPanel demos. There is an image of a red car in the notificationPanel. When you look about halfway down the page and refresh it you will see the notificationPanel render for a moment. Watch for the red car, it is the most noticeable part. You may need to refresh a few times to be able to see it.

Render panel's markup as invisible right away, without waiting for the JS init component code to hide it.
