Evaluate alternative JPEG2000 libraries.

      Description

      Currently we use JAI to decode JPEG2000 data streams which has not been updated in quite some type Oracle. As a result we have a growing number of images that cannot be decoded correctly or are slow to load.

      The purpose of this bug is to evaluate other JPEG2000 libraries and try and find one that is suitable for ICEpdf.

        Spent quite a bit of time looking at this and it would appear that the most advance library out there is JAI. The source code can be downloaded and rebuilt. Recommend we build our own custom build and try to address some the jpeg2000 issue we've been seeing.

        At the time being there isn't much in the way of alternative JPEG2000 libraries. The JAI implementation is based on the JJ2000 java reference library. Twelve Monkeys library has ask the JAI people if they could continue on the implementation but I'm guess Oracle has shelved this library along with the developers.

        Will revisit this at a later date.
