Properties Manager does not allow for utility pane visibility to be disabled

      Description

      When a document is opened a check is made to see if it contains a document outline. If present the utility pane is made visible and the outline pane is shown. The problem here is that there is now way to override this feature nor is there a way to always have the utility pane visible on first load.

        Added a new property "application.utilitypane.hide" in the propertiesManager class which can be use to always hide the utility pane regardless of the default value of UseOutlines, UseOC or UseThumbs in the document Catalog.
