Sticky hide utility pane button

            Description

            The hide utility pane button fails to toggle the visibility of the utility pane if any any of the annotation tools are selected. This is a bit confusing for users.

              I've updated the swing controller behavior so that the utility pane will become visible only when the annotation selection tool is used to select an annotation or the hide/show utility button is pressed.
