            Description

            A form user brougth up that ant was complaining about the encoding of some of our source code. All of our source code files should be encoding UTF-8. A check should be down on all our source code.

              Added an encoding="utf-8" for the main ant compile macro so that any file encoding errors will show up as warnings in the log. Identified encoding errors and correct accordingly.
