PDF rendered sometimes with very bad quality despite 'smoothScaled'

      Description

      We have embedded ICE PDF in an SWT Application with version 6.0.2. It is used to render scanned PDF Documents.
      Around 20% of the time the PDF documents are rendered with a very poor quality, regardless of the fact that we set org.icepdf.core.imageReference to 'smoothScaled'. The pdf document has then the same quality as which you start the application with default scaling and is not readable at all.
      We use highlighting of several phrases in the document. While the user works with our application, several annotations will be rendered.
      Is this a known bug? Is there a workaround? Do have any hints or ideas why the Pdf falls back to default scaling after some new renderings?

          There is no sample file for this case so making the assumption it's simialr to PDF-1115

          The new image reference type -Dorg.icepdf.core.imageReference=blurred can be used as of 6.2.4 to improve the look of some TIFF images.
