create jsp test application for jsp tag development

            Description

            straight jsp development for testing tags (no spring or servlets if possible).
            initial checkin will be for tabset component (old and new)-> see MOBI-640 for new buffered tabset development.
            eventual ajax without jQuery could be added for testing of ajax request/updates.
