add configuration for bridgeit.js location and set default location as per ICEfaces 4

            Description

            The bridgeit latest file at api.bridgeit.mobi should be default bridgeit file loaded as resource for mobi device components. Also, configuration parameter created in http://jira.icesoft.org/browse/ICE-10285 should be backported to ICEmobile 1.3.1 ee.

              bridgeit.js now served from http://api.bridgeit.mobi/bridgeit/v1.x-latest/bridgeit.js and is configurable as per context-param created in ICE-10285 for IF4

              Changed the default URL for loading the bridgeit.js file to use https instead of http. This seems to work well when the webapp is deployed with or without https configured.
