update ice-cc to use JSF 2 definitions for partial state saving support on ajax update

            Description

            The current ice-cc library does not support partial state saving on ajax update for any dynamic modification of the components. By updating to the jsf 2.1 composite component tag handling/definitions, this can be improved and dynamic modification of the ice-cc composite components will be supported.
            Note that this will be invisible to users as they will still use the same attributes and namespace for ice-cc. Modifications to the library build and templates will be required.
