ice-ee-compat.js Resource is not being loaded

            Description

            The ice.ee.compat.js is normally loaded with an @MandatoryResource annotation on the ResourceLoadingComponent and ResourceLoadingComponentRenderer, which are registered in the faces-config.xml as part of the render-kit. This appears to not be working in the trunk. The ResourceLoadingComponentRenderer class is loaded, but the ResourceLoadingComponent class appears to not load.

            The mojarra version appears not to be involved with this (same result with 2.1.21 and 2.1.23)
