Component ace:dataTable component. Pinned columns content blinks when scroll the table.

Committed fix to 4.0 trunk at revision 43848 and to 3.3 EE maintenance branch at revision 43849.
Added appropriate IE11 detection to correctly apply necessary behaviour in such browser; removed previous workarounds that caused blinking (setting display:none and resetting display value after 1 ms timeout); and modified approach for firefox to adjust margin-bottom instead of margin-top in pinned column cells to simulate scrolling.
