Components requiring mouseover to trigger behaviour don't work with IE 10

            Description

            I noticed this behaviour while testing portlets using IE 10 although the behaviour is not limited to portlets as it's reproducible in the showcase as well.

            Basically any component where a mouseover should trigger some behaviour (accordion animation, tooltip) doesnt work with IE 10. Instead it requires you click on the component.

              Found no issues in IE 10.0.9200.16618 on my machine using the showcase sample from the revisions listed. I tested tooltip demos and accordion > toggle effect demo.
