Redesign ACE Sam theme to use gradient rules rather than fixed images

            Description

            As the fault behind ICE-9319 and other similar layout bugs, fixed height gradients should be removed from our flagship theme as it was used to keep support for IE6 and other browsers with no gradient support.

            Since gradient support has become widely available, we should adopt it where possible in Sam.
