      Description

A set of drag and drop panel groups are set in a modal ice:panelGroup. When setting the dragOption to "dragGhost" for the draggable panel, the panel is displayed behind the modal back-aground.

This is also an issue using the same panels in a modal ace:dialog.

If the dragOptions are set to a different value such as "ghosting" this issue isn't seen. This does however show an issue where if the draggable panel is not dropped in a dropTarget, the position of the draggable panel gets set incorrectly.
