enhance template provider to support freemarker

            Description


            In some cases we need enable template engine to generate web content, java source etc from template (freemarker). For the case that ICEfaces blank project welcome page is generated based on the selection of ICEfaces component library. In this case freemarker is used

            In template provider extension point template=true is added on web-path or src-path to identify this folder and its children or this file is freemarker template and they need to to be processed by freemarker first and then write to project.

            Enhancement is in FileUtils
