Description
The scenario for this is that the compat drag and drop usage (associated with an ice:panelGroup) is used for a cell in an ice:dataTable. Dragging and Dropping of this cell results in the order of the dataTable list to be changed. This table is included in a scrollable div. If the div is not scrolled then drag and drop works correctly. As soon as the scroll position is changed, the drag and drop doesn`t work.

Steps:
- Load welcomeICEfaces.jsf
- Drag one of the blue background cells to another cell. The position of these items are changed.
- Scroll the container that has the dataTable in it down.
- Try to do the same drag and drop, no action is taken.
