Workaround Description:Define the ace:tooltip outside of the ace:dataTable by using the forContainer attribute.
Description
There are a few display and positioning issues when using the ace:tooltip inside of a scrollable ace:dataTable.
Issue #1: The positioning of the tooltip is offset when the table is scrolled down. The offset grows the further you scroll to the point where it will no longer be shown.
Issue #2: The tooltip can be displayed hidden in behind the header or footer of the table. This issue was originally reported inICE-8134.
Issue #3: If there is a small number of records being displayed in the scrollable dataTable and you display the tooltip, horizontal and/or vertical scrollbars are rendered for the table.

Attached test case that shows all three issues.
