Add support for "none" effect to ACE components

            Description

            It should be possible to specify no effect (effect="none") on ACE components that use effects for internal component state transitions, such as the ace:accordion, ace:confirmationDialog, etc.

            Currently, if the component uses a default effect there is not way to have not effect be used (instantaneous transition).
