Missing Navigation Bar in dateTimeEntry-locale-tutorial

            Description

            For the dateTimeEntry-locale-tutorial (SVN: http://server.ice:8888/svn/ossrepo/icefaces3/branches/icefaces-3.0.x-maintenance/icefaces/tutorials/dateTimeEntry-locale-tutorial/ )

            Launching on Tomcat 7.0.27 brings up the two calenders, as expected, but the upper(french) calender is missing the ui-datepicker-header that allows for selection between different months, as evidenced by the lack of arrows in the upper corners of the calender, and the missing shift in colour surrounding the month/year. The second calender on the page renders properly, and this issue does not appear in any browsers outside of IE. I am unsure as to whether this is caused by having multiple calenders on the page, or by the french locale settings.

              Kept looking at CSS, but causes actually lied elsewhere:

              1. Missing DOCTYPE. Added, but it only fixes problem in IE9, not in IE7 and IE8.
              2. Somehow the "<" and ">" HTML entities in the popup tool tips for the prev. and next buttons messed up the HTML in IE7 and IE8 only. Changed to remove the characters and use full French spelling. Checked localization demo in jQuery website and found that they have done the same.

              Fixed. Wiki also updated.
