Description
The columns become misaligned in a scrollable table when the number of rows displayed reaches the set height of the table. If the rows are less or more than the height then the columns become aligned correctly.
Issue is seen on Firefox, IE8/9, doesn't seem to be an issue in IE7.

ICE-7977- Improved scrollbar handling for cases where the duplicate sizing header causes the scrollbar to be shown.
