Compat: menuItems shown in wrong position when page is scrolled in IE

            Description

            The menuItems for the Compat menuBar component are displayed in the wrong position when the page is scrolled down. This makes it impossible for a user to select the menuItem. If the page is not scrolled then the menuItems are displayed correctly.

            This issue was originally reported in ICE-6055 and was resolved in the 1.8.x code base. It looks like this fix wasn't added to the 2.x and 3.x compat codebase.
