dtresourceprovider is broken in preview mode for xhtml pages with h:head

            Description

            dtresourceprovider is an extension point offered by eclipse page designer to specify css theme for custom component library. But it fails for xhtml page with h:head instead of head in preview mode. For page designer, h:head/h:body are treated differently as head/body. When dtresourceprovider is used, in preview mode, h:head as a container is missing so that link tag cannot be enabled and inserted.

            Preview mode is becoming useful as we are trying to use it to show some dynamic features which design mode cannot provide. For instance, dialog components won't v be shown. Only one tagPane under tabSet is shown; etc.

            We may have to wait for eclipse to fix it before we find workaround.
