Can't set focus to inputRichText when used in a modal panelPopup in IE8

            Description

            An inputRichText is used inside of a modal panelPopup. On the first opening of this popup the inputRichText component can receive focus without any issues. If this popup is closed and then opened again the inputRichText component can't receive focus on mouse click. The inputRichText menu buttons need to be clicked first then the cursor focus is shown.

            This can also be reproduced in IE7, the panelPopup needs to use just the visible tag. When using the rendered tag this issue can't be reproduced in IE7.
