            Description

            We need an ant build target to generate the public JavaDoc for the Sparkle components.

              Added a target to the ace/component build to execute javadoc during the 'dist' target. The target puts the documentation in ace/component/build/javadoc

              Also added a copy statement in the top level build to bundle up the documentation.
