Force browser to load new JS code on application re-deploy

            Description

            On application re-deployment the browsers need to be forced to load the new JS code. This will avoid any confusion when doing testing or development. This feature could be enabled only in Development Project Stage.

              Append changing query string to Javascript URLs to force the browser to reload the code. Enable feature only in Development JSF project state.
