Dragging issue with multiple modal popups

            Description

            Split from ICE-4685.

            When both modal popups are shown and one popup is dragged the other popup changes its position on the screen in a random way.

              How to test:

              Build and deploy from the zip file. Show the first popup. Drag it aside. Show the second popup. Drag it around. The first popup should remain stationary and not move around at random.

              Seems when info. for dragged and dropped popup is submitted the position info. for the other popup somehow gets lost on the return.

              Seems when you set a modal dialog to draggable and try to drag it, it just goes under the iframe and can't be dragged anymore. This also happens in component showcase. See screenshots 01 and 02. Need to fix this first.
