#reload keeps getting added to blank after each reload

            Description

            Whenever a reload occurs I see the #reload being appended, increasing the URL in length every time:

            http://host:port/application-name/xmlhttp/blank#reload#reload

              Please test to see if this occurs during other reload events and fix if safe to do do.

              Test if location.hash is already set. Invoke documentSynchronizer.synchronize() method before command execution to avoid timing related issues.
