REGRESSION: error-page declaration in web.xml doesn't work for specific exception types

            Description

            when tested ICE-3332 against 1.8 RC2, the problem presents again.
            all other exceptions cannot be handled by redirecting to corresponding error page.

              I just ran the test pages manually against the trunk and couldn't reproduce. Then I ran the Selenium suite against the 1.8 RC2 tag and passed with no failures.
