Description
Setting disabled=true on a panelCollapsible yields unpredictable and incorrect results depending on the style used. The original forum post has screen snapshots showing that;
Rime: Appears to apply NO style to disabled panels
XP: Applies a consistent visual style BUT no visual cue as to its disabled state
Royale: Applies a consistent visual style and applies a visual cue to the disabled state BUT does not appear to change the cursor appropriately.
The forum poster identified this problem under 1.7 but I was able to replicate it using 1.8.

Fixed at revision 18420
Opacity just won't work properly in IE in conjunction with our current markup and other CSS rules. Added new background images for the disabled classes instead.
