ice:panelDivider possible without wrapping form

            Description

            Now ice:panelDivider must be placed within the form (otherwise clicking the divider line keeps dragging back and forth and additional second divider line is created).
            This restrict this component to contain another form, because the form action element can not be nested.

            It would be nice to get rid of the need of the superior form.
