For panelTooltip, enable mouse to move on tooltip popup when setting hideOn="mouseout"

            Description

            When I tested the panelTooltip comp, I found that if I tried to put my mouse on the popup tip panel, the panel immediately disappeared, since hideOn="mouseout" means "when the user moves the mouse out of the triggering component". I am wondering whether it can cover "the triggering component and its popup panel". Since users like to put their mouse on tip content to carefuly read it, and also we may put a commandLink on the tip panel. When users move their mouse out of the tip panel, it disappears. Thanks.

              Tested successfully on ICEFaces1.8RC1 build2, jsp component-showcase & Tomcat5 server using FF3 & IE7 browsers.
