Signed jars in NetBeans lib bundle causes problems during debugging

            Description

            The ICEfaces 1.6.1 and 1.6.2 runtime libs for NetBeans are currently signed, along with the bundle itself. Thus causes problems when you are using signed jar files to debug, class not found Exception is thrown is stack trace ...

            We shouldn't be signing the actual jar files anyway, only the IDE integration bundle.

            This change is to not sign the jars, just the bundle.
