Under certain conditions, redirect code will include empty parameter

            Description

            Under certain redirect conditions, a URI similar to the following one will be generated by the SeamUtility code:

            navRules20/PageD.seam?&cid=2&rvn=1

            where there is no parameter between the ? and the &.

            This causes Tomcat to issue the following warning:
            2007-12-14 14:33:51,813 WARN [org.apache.tomcat.util.http.Parameters] Parameters: Invalid chunk ignored.

            This should be fixed. It doesn't affect Tomcat, but it's unncessary
