XHTML: <ice:dataTable, <table> missing child elements

            Description

            When using the scrollable="true" attribute-value pair in <ice:dataTable>, two internal tables are rendered inside the main table. The first internal table contains a child <thead> element but not a single <tr> element, which is required.
