Cannot drag popup panel in JBoss Portal

            Description

            JBoss exhibited a couple of different issues related to the investigation of ICE-1594.

            1) The draggable popup isn't draggable. There were some JavaScript errors reported by Firebug that could be related.

            2) The modal dialog does not work if the draggable popup is active. Once the draggable is turned off, the modal seemed to work fine. This problem doesn't seem to manifest in Liferay.

                Attaching a very scaled down version of what we do in the component showcase. This has two different popups to manipulate: draggable and modal.
