BEA Workshop. tld should be extracted and placed under /WEB-INF/tld/

            Description

            In previous BEA workshop integration, icefaces-component.tld gets extracted from
            jar and placed under WEB-INF. Actually it should be placed under WEB-INF/tld if
            there is already one otherwise create tld directory.
