Description
Feature Request: Investigate the possibility of defining the lazyWindowScope on a page by page base via the icecore:config component. Currently this can only be set on an application level.

Added 'lazyWindowScope' property to icecore:config component. Also modified EnvUtils to read this new property off the component.

Let's discuss how this might work. The customer is wanting to open pages in different windows and specify lazyWindowScope differently for some of them.
