When APNS properties aren't set the APNS Notification Provider should be off

            Description

            When the APNS-specific properties for the APNS Notification Provider haven't been set, the APNS Notification Provider should be off instead of on.

              When one or both of the required properties, namely javax.net.ssl.keyStore, javax.net.ssl.keyStoreType, and javax.net.ssl.keyStorePassword, haven't been set the APNS Notification Provider is now off instead of on as in this scenario it will not be added as an Extension. In addition, the WARNING level messages for having not set these properties have been lowered to FINE level. Marking this one as FIXED.
