When WNS properties aren't set the WNS Notification Provider should be off

            Description

            When the WNS-specific properties for the WNS Notification Provider haven't been set, the WNS Notification Provider should be off instead of on. In addition some of the WARNING messages should be lowered to FINE level.

              When one or both of the required properties, namely com.icesoft.icepush.wns.packageSid and com.icesoft.icepush.wns.clientSecret, haven't been set the WNS Notification Provider is now off instead of off as in this scenario it will not be added as an Extension. In addition, the WARNING level messages for having not set these properties have been lowered to FINE level. Marking this one as FIXED.
