Description
When the provided PDF if rendered in ICEpdf, the white and black colours are inverted so white is rendered black and black is rendered white.

Added a new utility to handle the the decode array on 1, 2 and 4 bits per component. The method is generic but is currently only used for decoding jbig2 Device Gray images.

For some reason we aren't respecting the Decode[1 0] array for jbig2. We have some common code to handle this, should be a quick fix.
