Improve rendering quality of CCITTFax images.

      Description

      In general ICEpdf does not render CCITTfax images with the same sharpness as acrobat at low zoom levels. The interpolation algorithm used by Java2d does seem to kick in until the image zoom is increased.

      We have a few clients that would like to see the rendering quality to be improved. There are a few potential ways to go about this.

      - see if a the mipmap image scaling can be improved to make the images clearer at low zoom levels.
      - re-evaluate the Floyd Stenberg algorithm .
