Description
A PDF was sent in that was generated using iText, more detail can be found on the form. Basically one set of annotations input fields are drawn with borders while another set is not. An initial took into the annotation code and specification would indicate that we are doing the correct thing. However Acrobat doesn't render them so the border drawing procedure needs to be reviewed.

From what I can tell from the specification it is Acrobat that omitting the border or at least drawing on top of them to mark the form entry points. Moving to 5.1 for further investigation with regards with AcroForm support.
